Windows OS' prior to Vista came with a file called 'boot.ini'. I knew how to change this file to switch a HD to different motherboards, but both Win Vista and Win 7 don't come with this file.

You're right but that file has nothing to do with mother board, it just locate the boot directory where pc will boot from. Your can switch it but the windows installed on the harddisk will only work with another moderboard it they both are the same otherwise, windows won't load and you'll have to reinstall it once again so that it can be configured with hardware.
